Design notes​

The Policy section is the mandatory control stack: POL-* IDs, domain codes, review metadata. It is intentionally separate from Strategy (intent) and Rationale (handbook design commentary). Domain folders mirror the same five domains as Domains so readers can move from “kind of work” to “written obligations” predictably.

Planned validation rules for policy YAML are sketched in org-reset/org-repo-validation-process.md.
